Fact Check: Is it true that Lithuania is sacrificing the well-being of its citizens for the sake of military budgets?

On September 9, 2024, the CTVBY YouTube channel released an article that sarcastically talked about preparations for a possible military aggression in Lithuania:

The Lithuanian authorities’ obsession with military issues has apparently grown into real hysteria. In addition to purchasing huge quantities of weapons and constant exercises near the eastern borders, official Vilnius has begun preparing a national plan for the mass evacuation of citizens, the head of the republic’s Ministry of Internal Affairs said. According to her, such actions must be coordinated with other Baltic and European countries for the effectiveness of civil defense against the so-called threats from the east. Although the border countries continue to actively throw out statements about their own inaccessibility, their financial situation leaves much to be desired. Record military budgets force European politicians to sacrifice the well-being of their own citizens for the sake of overseas plans.
