The rhetoric of interference and fraud: how mistrust is being fuelled ahead of Moldova's upcoming elections

Factcheck

On June 24, 2025, a video with the title “Election fraud is being prepared in Moldova! #moldova #sandu #dodon #elections #news #politics” was posted on the CTVBY YouTube channel. The video has already gathered over 200 thousand views!
Its content was as follows:

Ex-president Igor Dodon reported that tension is now growing in the country. He accused the European Union of direct interference in the electoral process. According to the politician, Brussels seeks to keep pro-European forces in power at any cost. The head of the European Commission, Ursula von der Leyen, allegedly personally set the task to ensure indisputable power for Moldova’s president Maia Sandu. Even resorting to falsifications, this refers to preparations for ballot stuffing of up to half a million ballots in the upcoming elections, to prevent opposition parties from entering parliament. Igor Dodon reminded that Sandu herself was able to win the presidential elections exactly in this way.

Let’s conduct fact-checking and analysis for FIMI/DIMI signs.
FIMI/DIMI Analysis (Foreign & Domestic Information Manipulation)
1. Emotional headline and polarization

  • The headline “Election fraud is being prepared in Moldova!” is designed to evoke fear and distrust, attributing mass falsifications (ballot stuffing of up to 500,000 ballots) without substantial evidence.

2. Reference to a politically biased source

  • The statements belong to Igor Dodon — a former president and leader of a pro-Russian political force actively discrediting pro-European authorities. His statements cannot be considered independent corporate facts.

3. Conspiratorial narrative and accusations

  • Direct accusations against the EU and Ursula von der Leyen of organizing ballot stuffing of a huge number of ballots distorted the information field, creating an image of “global elites” interference.

4. Lack of confirmations

  • There is no significant evidence of major fraud preparation — neither OSCE, nor Moldova’s CEC, nor independent media provide information about hundreds of thousands of illegal ballots.

  • Factual accuracy: There are no independent confirmations of key statements about EU interference and mass falsifications.

Recommendation

Messages based on politically motivated accusations without evidence should be perceived critically. In such cases, one should await official statements from the CEC, trusted observer missions (OSCE, OSCE PA), and reports from verified media.
